VTA’s Transit-Oriented Communities program creates mixed-use, mixed-income developments on VTA land in partnership with nonprofits, private developers, and public sector agencies. VTA remains the property owner over the project’s life and has a long-term commitment to the success of every development.
VTA has three primary goals for each of its transit-oriented development (TOD) projects:
- Increase transit ridership
- Generate long-term, sustainable revenues to sustain transit capital investment and operations
- Encourage and incentivize development and investment around station areas, creating Transit-Oriented Communities that include housing affordable to all income levels and balance employment, housing, institutional uses, and other services
The TOD Transportation Demand Management (TDM) Policy establishes VTA’s approach to increase transit ridership while reducing vehicle miles traveled and greenhouse gas emissions at individual TOD projects. VTA requires that its TOD projects meet or exceed the standards set out in the TOD TDM Policy and Guidelines.
This TOD TDM Calculator is a companion to the TOD TDM Policy. It assesses the potential ridership impact of various land use, parking, and TDM programs at VTA TOD sites. This calculator allows a developer to understand which TDM programs in their proposal best meet VTA’s goals of increasing ridership, while ensuring that the project’s TDM strategy meets the Policy requirements. Points are accrued from the selection of approved TDM Policy measures.
